Drive through any North Atlanta neighborhood built on a slope and you will spot them: block walls bowing outward, timber walls leaning like old fences, mortar cracks wide enough to lose a key in. None of those walls failed because the blocks were weak.

They failed because of what is behind them. Georgia red clay holds water like a sponge and swells when it does. After a wet week, the saturated soil behind a wall can exert enormous hydrostatic pressure against every square foot of it.
